These are nineprong pliers with extendeed jaws (tool number ST96260 from the AMES typewriter tool catalog). A vintage tool, not made anymore. The tool is mentioned as "Neunfingerzange" in German tool catalogs.
We use it often in our workshop to align characters.
USAGE: This typebar/keylever reforming tool is used for reforming (bending) the typebar to fix letters out of alignment. It can either help bring a certain character (letter) up or down when printing on the paper. It can also be used on links. This tool combines and replaces 3 tools in itself. Including 3-prong pliers (on the top side) and type reforming jaws on both sides left and right.

This tool comes from the Olympia Wilhelmshaven factory in Germany which has been closed down for many decades.
